[Plug-webdev] fixed fp article ordering

I finally fixed the article ordering on the front page.

I changed the frontpage view to use last modified time rather than create
time and then set it rather than node to be the default front page.

We shouldn't need to add something as sticky to the top anymore and still
get updated articles to the top.
